By accessing and using the Barangay Central e-Government System, you agree to be bound by these Terms and Conditions. If you do not agree with any part of these terms, please do not use our services.
2. User Eligibility
To use this system, you must be a resident of Barangay Central or an authorized representative with legitimate business in the barangay. You must be at least 18 years old or have parental/guardian consent.
3. User Accounts
- You are responsible for maintaining the confidentiality of your account credentials
- You must provide accurate and complete information during registration
- One person may maintain only one active account
- You must notify us immediately of any unauthorized access to your account
- We reserve the right to suspend or terminate accounts that violate these terms
4. Acceptable Use
You agree NOT to:
- Provide false or misleading information
- Use the system for any illegal or unauthorized purpose
- Attempt to gain unauthorized access to any part of the system
- Transmit viruses, malware, or any harmful code
- Interfere with or disrupt the system's operation
- Harass, abuse, or harm other users or barangay personnel
5. Service Availability
While we strive to maintain continuous service availability, we do not guarantee uninterrupted access. The system may be temporarily unavailable due to maintenance, updates, or circumstances beyond our control.
6. Intellectual Property
All content, features, and functionality of this system are owned by Barangay Central and protected by copyright, trademark, and other intellectual property laws. You may not reproduce, distribute, or create derivative works without express permission.
7. Service Fees
Certain services may require payment of prescribed fees. All fees are non-refundable unless otherwise stated. We reserve the right to modify fees with reasonable notice.
8. Modifications to Terms
We reserve the right to modify these Terms and Conditions at any time. Changes will be effective upon posting to the system. Your continued use constitutes acceptance of modified terms.
9. Governing Law
These Terms and Conditions are governed by the laws of the Republic of the Philippines. Any disputes shall be resolved in the appropriate courts of Quezon City.

Republic Act No. 10173 — An Act Protecting Individual Personal Information in Information and Communications Systems in the Government and the Private Sector
1. Purpose and Scope
The Data Privacy Act of 2012 (R.A. 10173) aims to protect the fundamental human right of privacy of communication while ensuring the free flow of information to promote innovation and growth. It establishes a framework for the protection of personal data processed by government and private entities in the Philippines.
2. Your Rights as a Data Subject
Under the Data Privacy Act, you are entitled to the following rights:
- Right to Be Informed: You have the right to be informed whether your personal data is being processed, including the purpose and extent of processing.
- Right to Access: You have the right to reasonable access to your personal data being processed by the barangay upon demand.
- Right to Object: You have the right to object to the processing of your personal data, including processing for direct marketing, automated processing, or profiling.
- Right to Erasure or Blocking: You have the right to request the removal or destruction of your personal data from the barangay's filing system.
- Right to Rectification: You have the right to dispute and have corrected any inaccuracy or error in your personal data.

- Right to File a Complaint: You have the right to lodge a complaint before the National Privacy Commission (NPC) if you believe your data privacy rights have been violated.
